Well, MS owns the whole /14 CIDR block, so if they are confident that
no one in the address space they control will abuse the hotmail.com
domain name, I don't see the problem. It may well be far easier for
them to find and fix any abuse problems (zombied office machines?)
than to find and whitelist legitimate MTAs.
After talking to msn/hotmail about the large number of IPs, they realized
they forgot some records out. As you can see below, they just expanded it
to their entire network.
