For example:

  Received-SPF: fail problem=blah blah; helo=example;

Does this mean:    problem = "blah blah; helo=example"?
(Yes, according to the syntax.)

Or do this mean:   problem = "blah blah" and helo = "example"?

Also what is the parser supposed to do if the terminating ";" is missing?
