RE: update of "welcome to the list" message

I certainly don't like some of the inferences of the message, e.g. implies that 
the information is
needed as part of the list, it is not.  Further this list has little, if 
anything, to do with Sender
ID.

I think deployment of this message should be voted on by the council BEFORE 
being done.

Why is the list being changed at the 11th hour just before the council is 
elected?
