In general I am not sure the public necessarily grasps what all SPF does either. I just spoke to an ISP which I have good reason to believe is one of the more technically competent and un-lazy in the city it's located in, and their 2nd level support was bewildered when I wanted SPF records on a domain that had no MX and sent no mail. I had been wondering why that ISP hadn't implemented SPF themselves, and now I realize it's probably because they are somehow unclear on what it is/does. And if these guys are unclear, a lot of people probably are.
