You had a 4:0:1 vote (Meng abstained), at the moment when you
decided this the "NOT RECOMMENDED" issue was crystal clear if
you read the 2005-02-29 log from the start:
<http://www.schlitt.net/spf/spf-council/2005/02/09_irc_log.html#20050209T2256>
Then, after this resolution, the Chair asked (23:44)...
<csm> freeside: you are the ED. this is one of those times
when the will of the council has over ridden your
judgement. you must uphold the council's will on
this okay?
...and the ED answered (23:45)...
<freeside> when you submit the new draft, wayne, i will do
my best to ensure the directorate considers it.
...because some of you felt that this isn't all he confirmed
it again (23:51)...
<freeside> ok, from now on, if the directorate asks me what
draft they think should go in, then i will tell them
the SPF Council wants the schlitt draft.
Now it was always clear that Meng is forced to sit on a fence,
and it's quite possible that this "RfC editor note" was added
on his behalf between 2005-02-17 and 2005-02-29.
But I asked not only here how this could happen, I even sent an
idiotic "CC:" to the RfC editor, I almost asked the sponsoring
AD (= Ted) about it, I posted the question on IETF general, it
was really not funny and I'm not amused.
