Reason being: the transition from ?all to -all is something that happens
at the widest possible scope, at the global community level.  Receivers
are going to take the SPF input under advisement and still do whatever
they think is best anyway.

So the small utility offered by a sender distinguishing between ? and ~
and - is probably exceeded by the trouble of explaining and justifying
and arguing over the differences. 

I can follow your logic, however this ignores the positive psychological 
effect that domain owners being able to choose from several degrees of 
participation has on adoption.  If no explicit qualification for the 
default result (through "all") was possible, domain owners would have to 
assume the worst for the default case, and then might turn away from the 
system entirely.

In short, I think that with regard to adoption, the psychological effect of 
(limited) choice outweighs the detriment of complexity.
