At some point, there has to be legal action - and it ain't gonna happen.
That might be some way down the road, but it *will* happen if MS use the SPF
RR incorrectly, and they won't have a leg to stand on. Rejecting e-mails
because of incorrect use of an exclusive RR is probably illegal in almost any
country you care to think of.
And just to ram the point home: IANA have registered 99 as being associated with
Wayne's recent SPF draft, not anything existing prior to or during MARID, so it
would clearly be an abuse to treat a 99 RR v=spf1... record as anything else.
