so has anyone actually decided on the data structure for the new DNS
SPF record? ie is it in the/a spec somewhere or is everyone just
assuming it will be essentially an encoded text based string
(equivalent to the currently used TXT record) and not a data structure

As per section 3.1.1. of spf-classic-02:
3.1.1. DNS Resource Record Types
This document defines a new DNS RR of type SPF, type code to be
determined. The format of this type is identical to the TXT RR
[RFC1035]. For either type, the character content of the record is
encoded as [US-ASCII].
RFC Editor Note: Please add the DNS RR type code once it has been
allocated by the IANA.
