We are *not* required to migrate to type99 SPF DNS RRs

We are *NOT* committed to moving over to the type99 SPF record.  While
some DNS gurus wanted us to use only type99 records, during the MARID
process it was clearly shown that there are many cases where people
simply can not use type99 records and TXT records *MUST* always be
allowed.

If, some day, the problems with type99 records go away and there is a
very wide deployment of type99 records, we can create an update to the
SPF RFC depreciating TXT records.  That day is not today.
