The survey stuff from 040519 was done right before the MARID interim
meeting, so it was before SPF records were in any way adopted by MARID
and/or MS.  That data is just the list of domains found in a spammer's
list, but I think that it can be used to give both a very minimum
number of deployed SPF records, and also to estimate the total.  The
same list of email domains was also surveyed in 040912, along with the
surveys of all .com/.net/.org domains around 040921 that you mentioned
above.
