The real "forwarding problem" of SPF is that there are so
many solutions, even to ignore it completely resulting in
pseudo-551-bounces is "allowed" (not optimal of course ;-)
Senders publishing an SPF FAIL policy declare what their
priorities are, and obviously it's not RfC 1123 5.3.6(a).
