This is an example of a MIX POLICY which can probably lend a hand at making
some kind of "this might be a forward situation" assertion.  The problem is
that you don't know the relationship between the responsible domain and the
relay machine.

well, i just wanted to know when the message was NOT forwarded, there
are many situations and is not possible to cover them all, but if the
envelope recipient matches any of the addresses (if any) in the To:
header then the message was not forwarded, so i could reject with
softfail.

Well, that would be possible if softfail was only used to avoid problems
with forwarding. Maybe having another type of result will be better, or
just use softfail to avoid forwarding problems and neutral for other
cases where softfail is used.
