You yourself acknowledge that someone screwed up.  Who is jumping to
conclusions?

We did lower our TTL before making any changes - a week ahead of time.  We
had problems because a tech in the NOC of our new vendor screwed up the
allocation of the subnet we use, and that prevented the PTR entries from
properly propagating to the internet.  Once the subnet allocation was
resolved, it took an additional week for their DNS servers to propagate to
the world and then everything started working properly.

If this takes a week, then TTL was set to a week.
