Hmm.  I can't reproduce.  Here is what I setup:

test.airpex.com IN TXT "v=spf1 include:spidey2.bmsi.com ~all"
spidey2.bmsi.com IN TXT "v=spf1 a ptr -all"
test.airpex.com has address 66.160.67.190
spidey2.bmsi.com has address 66.160.67.190

Using 66.160.67.186 as connect ip with pyspf, gets SOFTFAIL as expected.
Using 66.160.67.190 as connect ip with pyspf, gets PASS as expected.

However, telnetting to hotmail.com, they accept the mail without 
complaint, from either a valid or an invalid IP!

Could it be that hotmail varies SPF checking by recipient?
