That doesn't match your observation:

If include:ask.jeeves.info doesn't work for the "implicit" a
("explicit" a:ask.jeeves.info), then redirect=ask.jeves.info
would "also" FAIL for a -all

(actually it's only SOFTFAIL for include:ask.jeeves.info ~all)

If they somehow managed to get a FAIL for askjeeves.com it's
a bug on their side, or askjeeves.com modified its policy very
recently, and Hotmail still worked with an older broken policy
in their cache.  That could explain why you can't reproduce it
anymore now.
