Agreed.  It may not be nice that leading zeroes are permitted, but they 
undeniably are.

Are we going to apply common sense, or are we going to change the universe
to allow an infinite number of zeros followed by 32 ?

Sorry if this sounds sarcastic but please read it as it is ment: not
everything is explained in the BNF.  From the surrounding RFC, which
is as important as the BNF, I think it is clear "1*DIGIT" really is
limited to "1 .. 32".
