For SPF it's not exactly the same, it's "experimental", and
if that makes any sense integrating any "lessons learned" in
4408bis is okay. "Add wild and wonderful features" isn't a
lesson I've learned.
We're however always free to use the wannabe-framework for what
the name says, and add modifiers for useful features. Without
interested SPF implementors and receivers (wishful thinking of
senders doesn't count) that's futile.
We can do it by releasing info about how to deal with
particular special case flow in tech document on SPF website.
"We" can as well submit an I-D, that's even easier from my POV.
The designer should be pro-active in anticipating where the
protocol can be useful which normal user might not realize.
An "how to use v=spf1 only for HELO" I-D might be useful, some
folks apparently don't like the "for each MAIL FROM" part of
SPF (and anything that's only relevant for MAIL FROM).
After some years waiting for CSV to take off giving up and just
use a (proper subset of) SPF because it's good enough for that
limited purpose makes sense. Add some HELO-related parts of
2821, and explain how stuff works.

Yes, waiting 18 months doing nothing is a bad idea. There are
more relevant mail topics, parts of 2821bis, 4409 to STD. etc.
John's apparently busy with other stuff (net-utf-8, UTF8SMTP),
waiting until he has time for 2821bis is no plan. There's
also Hector's SMTP HEAD memo, and your Origin header fields,
all very relevant.
