If you have to guess this, it would be a reason NOT to publish -all.
After all, you guessed, so you can be wrong and have not included all
IP blocks of said ISP.

When I had to do this, I was able to reliably include all the IP addresses 
that sent mail.  If I'd gotten a rejection I would have added another /24.  
What I couldn't manage was listing only known mail servers (having the 
ability to use a wildcard in a: would have helped a lot).

Agreed that it was a risk, but -all was the only way to get my particular 
spammer to go away, so that's where I preferred to accept the risk to get the 
benifit of -all.
