[spf-discuss] CIVS election creation

Hi William,

I'd like to give you some advice on how CIVS[1] works and what election
parameters should best be used when creating the 2007 council election
there.

First, you need to log on to earbone.openspf.org using SSH using the
credentials that you were sent in early 2006 (ask if you don't have them
anymore) and retrieve the list of registered voters from the vote
register's database:

  $ get-registered-voters "2007 Council Elections" 
council-election-2007-voters.txt

You can download the voters list file to your computer using SCP or SFTP.

Then you should go to the CIVS election creation form[2] and enter the
following details:

  Name of the election:  SPF Council for 2007
  Your name:             William Leibzon
  Your e-mail address:   william(_at_)elan(_dot_)net
                         (or whatever address you wish to use; note that
                         CIVS currently does not work well with SPF-
                         protected domains; *(_at_)elan(_dot_)net should work, 
though)

For the election description, I suggest the following text (which is based
on what Greg Connor used last year):

Choose five individuals to serve as the SPF Council for 2007, per the <a
href="http://www.openspf.org/Council_Election";>council election
procedures</a>.</p>

<p>Note: The "none of those remaining" option gives a voter the opportunity
to express disapproval for any candidates. If there is anyone you would not
want to see on the council, rank the "none of those remaining" option
higher than those you would like to see excluded. If you vote for this
choice, it means that you would rather see the elections re-run from
scratch than to see the candidates you ranked below the "none" option on
the council.</p>

<p>This is a totally optional choice and your vote will have much the same
effect whether you choose it or not. The only outcome where it makes a
difference is if the "none of those remaining" choice ranks in the top 5,
which means that there were four or fewer candidates found "acceptable" by
the majority of voters. If you don't see any candidates you want to
specifically exclude, and block from serving, or if you don't want to see a
second round of nomination and election in any case, don't choose
the "none" option.</p>

(The odd HTML start/end tags are on purpose so that the end result will be
correct HTML.  CIVS embeds the description between <p> and </p> tags.)

Then enter the council candidates who have accepted their nomination into
the candidates form field (one per line), and as the last candidate option,
add:

  None of those remaining, prefer to hold new elections

Then, below the "e-mail addresses of voters" form field, click the
"Choose..." button and select the voters list file that you downloaded from
earbone.openspf.org earlier for upload to CIVS.

- From the various election options offered by CIVS, I suggest you use the
following (and leave the others unchecked):

  [X] Present choices on voting page in exactly the given order.
  [X] Enable detailed ballot reporting. ...

Then click "Create election".  The rest is completely self-explanatory (by
the mails that CIVS sends you).

I recommend that you create a test election (with a clearly marked title so
as to avoid confusion) and play with it a bit before creating the _real_
one.  Just don't use the official voters list for any test elections. ;-)

The above advice is merely a suggestion.  As the election officer, you are
of course free to do as you see fit.  Feel especially free to change the
description text if you think it isn't good enough.  If in doubt, consult
spf-discuss.
