Does that mean that the domain part of the address given in the MAIL
FROM should be the same as the FQDN used in the HELO command?
For most domains, they happen to the be same, but that's not required.
The more general criterion is that any domain name you use in either
HELO or MAILFROM should designate the IP of the MTA's using that name in
a SPF record.
