They did, I think the name is Jorge Contreras. One poster on the
IPR WG list disputes anything including NOTE WELL, the standards
process, the NomCom, all IPR RFCs, the boilerplates, and so on,
but the rest of the posters (including at least three former IETF
Chairs) has no issues wrt contributions on mailing lists.
