Exactly.

However, the reason traditional forwarding is taking so long to die is
that there is no real alternative.  (There's SRS, but so long as ISPs shy
away from the SRS/SPF chicken game, it doesn't solve any of the
*forwarder's* problems.)

The only way out for the forwarder is to give up and stop providing
forwarding service.  The backscatter-pain will have to rise quite a bit
before they do that.

But if TENBOX/E becomes available, the present level of backscatter-pain
will quickly drive the forwarders to deploy it.

Then the SRS/SPF chicken game will be replaced with a new one.  The
forwarder has two strategies:

  "Soft TENBOX/E" - the forwarder attaches a TENBOX token to his mail,
but otherwise acts like a traditional forwarder.  He hopes to be
whitelisted, but takes his lumps from the backscatter if he isn't.

  "Hard TENBOX/E" - the forwarder attaches a TENBOX token to his mail,
expects to be whitelisted, and immediately shuts down the forwarding
relationship on a 5xx.

And the recipient has two strategies:

  "Full TENBOX/E" - the forwarder recognizes TENBOX whitelisted mail, and
disables all spam defences.

  "Minimal TENBOX/E" - the forwarder recognizes TENBOX whitelisted mail,
but only disables SPF, nothing else.

No matter who wins the new chicken game, SPF will also win because
the forwarder has no incentive to remain with the "traditional forwarding"
strategy.
