The newest fop (not sure if the earlier did this) imports bsf.jar,

idea why that's being used?
Are you sure? I believe it's quite opposite - bsf.jar was present in
FOP
distribution till 0.20.5rc release, when it was removed as unused
anymore.
I think it probably was in the earlier, I have hazy memories of it being
there and thinking "what the hell is that used for."
It is, at any rate in the 0.20.5rc I've got. Also it's not mentioned in
CHANGES as far as I can see.
