The for-each "(1 to 10)" using a predefined variable worked fine.
Thanks all.

I'm trying to get the "1 to 10" to work with for-each.

Problem is inside the loop how do I access the input nodes? It keeps
complaining that I can't use whatever element here, "the context item
is an atomic value."
Use a variable e.g.
<xsl:variable name="items" select="foo"/>
<xsl:for-each select="1 to 10">
<bar>
<xsl:value-of select="if ($items[position() eq current()]) then
$items[position() eq current()] else 'N/A'"/>
</bar>
</xsl:for-each>
