why do you need an extension function here? xx:node-set() is for
generating a node set from a result tree fragment, and typically the only
thing that makes result tree fragmenbts is an XSLT 1 stylesheet ehen
generatinng nodes inside a variable, so it is unlikley that a global
input parameter will be a result tree fragment.
If you pass in an XMl document to the stylesheet the syntax should be
$params/query-params/param/@name"
or perhaps simpler pass in a string with the URI of the document that
you want to read then the syntax would be
document($params)/query-params/param/@name"
