No, it's not XSLT and it doesn't solve the same problems, but it is a
(mostly) non-XML syntax for doing things with XML that has multiple
interoperable implementations and a body of users, which none of the
non-XML XSLT syntaxes have managed.
I guess that if the W3C had produced another non-XML syntax language
for processing XML, it would also get implementations and users.
Seems the need wasn't so great, or the users would have really have
made this known.
I believe that the stumbling block for adoption of an XML-processing
technology isn't the syntax, but the necessary basic knowledge that is
necessary in order to use this technology. We could do more for
training potential users.

And XQuery *is not* XSLT -- a lot of XSLT features missing -- the most
important is templates.
Until version 3.0 XQuery doesn't have grouping, etc. ... etc.
