Some "smart" software does that, for example ISODE PP. Your popserver is
broken. What MTA software runs there?

It's not necessary and should NEVER happen. If the envelope sender is
empty, it must always remain empty. This cannot be argued over. Do it
differently and suffer.

So, my opinion is that no harm is done if <> is converted to
MAILER-DAEMON (and eventually to <MAILER-DAEMON(_at_)popservername>).

It is harmful and can cause mail loops. Been there, seen those even
without fetchmail.
