image/basic ?

Looking at the new draft, I wonder if it wouldn't be helpful to
designate some format as "image/basic", in the same way that
"audio/basic" is defined?  Perhaps "gif"?  Or perhaps some monochrome
format, such as a subset of the NETFAX TIFF format?
