Re: NEW MIME DRAFT

I am in complete agreement with Nathaniel -- let's let the IAB deal
with whether or not we can actually reference RFC-CHAR and define the
use of mnemonic. I also want the track RFC-CHAR is on clarified while
we're at it.

I have never had a problem with the definition of mnemonic, except when I'm
told that we cannot reference it in a standards document. If this is the
case I want to proceed without mnemonic and let it come to fruition at
a later time as needed.
