I think that many people have been surprised by not becomming aware of
the LAST CALLS for IEFT-822 documents. Requiring that every subscriber
of every working group list must also (mostly without any notice to do
so) also subscribe tho YAL (Yet Another List) is ludicrous.
If this is so, then IETF shoudl jhust be a list-of-lists in the first
place, so that all members of all working groups are automatically
included in the IETF list. (I hear you saying now that this is a
requirement of working group membership -- NO?)
Or, more simply done, LAST CALLS for any output of any working group
should be mailed to the group itself, without fail. Indeed, it should
be a CC on every LAST CALL message that is sent TO IETF.
I propose that this be made into IETF policy and procedure.
This is a process systemic problem, not a componenemts (member behavior)
