These important facts are not at all reflected in the formal
grammer, although that should provide the most exact description
of MIME. (The grammar is based on the formal grammer of RFC 822
which has explicit 7-bit restrictions in definitions used in the
RFC 1341++ grammar.)
I'm not entirely happy with the wording you suggest -- which makes it
sound like the restriction to 7-bit has been completely removed, which
it hasn't -- but I think that some wording that makes it clear that this
restriction might not apply in some transport domains would be fine.
