The use of ESC in iso-8859-* is done to be compatible with US-ASCII,
which has had the control characters from the very beginning.
It is too late to change that now.
What? Are there any MIME implementation which produces ISO-8859-* text
with ESC, SI and SO?
I think a lot of implementation does not recognize ESC, SI nor SO.
