We should allow 8-bit chars in headers fields.
Without character set information, such 8-bit information is useless.
Most enclaves assume a single 8-bit character set, this does not scale
to a global communication system.
Of cause there should be character set info there. there could be
a header-charset header which would specify the charset for a number
or all headers.
I see no reason to have news use a different solution than e-mail.
It only creates unnecessary complications for gateways.
