ISO-2022 *CAN* *NOT* be used on my system, because I *DO* *NOT* have any

But you can have it.
I'm certainly not aware of any mainstream products for my environment that
support it, but I'll grant you the point anyway. And you can have MIME.
The situations are the same. Some people have MIME, and can use a MIME
solution. Some people have ISO-2022 and can use an ISO-2022 solution.
Some people don't have MIME (but can get it), and some people don't have
ISO-2022 (but can get it). None of this is an argument for either system.
