Anything which is not simple text and which, therefore, needs to be
labeled.

Fine. Don't say Japanese simple text is not simple text.

If it needs to be labeled but is not encapsulated in Mime, I
believe it violates the intent of RFC822, for general interoperability.

ISO-2022-{JP,KR,JP-2,INT-*} are designed not to require external
labelling for Japanese, Korean or Internationalized simple text.

Of course, there are many, private conventions which would be labeled as
"violating" RFC 822.

I am not interested so much in encodings which violate RFC 822.
