If the referring part and the referred-to part both have dispositions
indicated, then relative urls in the referring part can be recognized
as referring to the part with disposition matching the relative reference.
The dispositions define a local address space, and so long as parts
refer to one another in these local coordinates, the references should
be intact and portable.
