Recently we've run into a number of cases where agents will simply refuse
messages with 8bit in the headers. Judging from the variety of error messages
there are at least three implementations out there that have this
characteristic.  One of them appears to be something associated with local
delivery in Cyrus, [...]

The behavior is that Cyrus's deliver program exits with EX_DATAERR if it
sees 8-bit in the headers, causing sendmail to respond with a bounce
containing "Data format error".  Cyrus versions <= 1.5.10 have this behavior.

Versions >= 1.5.14 don't, although there's a config option for it.
These versions change 8-bit characters to something else.

Many sites, especially in Europe, have disabled the code that checks for 
this, and have been fine.

The paranoia was implemented in part because the character set can not
be deduced.
