true.  but in this case it's not the users who are causing the problem,
it's the implementors.  

i.e. it's not that people are making excessive use of boldface, font 
changes, etc - it's that implementors are adding gratuitous markup
that typically wasn't specified by the author of the message and 
adds absolutely nothing to the displayed output.
