If the spec says that incoming text to some application is required to be
normalized, and the result of submitting non-normalized text to it is that
mail fails to get delivered, or is delivered to the wrong place, then the
programmers in question will soon learn to mend their ways.
You need both sticks and carrotes in this business. At the moment, we
appear to be choking on a surfeit of carrots.
