Of course it *can* normalize. The key is that it doesn't *always*
normalize, because there are loads of reasonable things you can do
with non-normalized text: You may want the conversion to be
reversible, you may want to include separators because you are using
the text in a word processor that needs those separators, etc. You
absolutely cannot expect that all Unicode text floating around is
normalized.
