Any raw untagged utf-8 in any header field is an example (that is exactly
what one would get if the properly tagged and encoded form which is legal
in header fields were decoded).  When such untagged 8-bit data (in general,
utf-8 in particular) is sent by a UA to a gateway (which is subsequently
expected to magically [re-]encode it), that is what I mean by "decoding
encoded-words for transmission".  As has been pointed out, UAs need to
handle 2047/2231 for header fields in any event, so permitting (even
encouraging) UAs to instead transmit the "decoded" untagged raw 8-bit
form for transmission amounts to the same thing as decoding. And that
is what the Usefor draft as it is currently written does.
