Whilst an encoded-word might indeed be decoded into raw untagged utf-8
under some circumstance, it is totally illogical to claim that every
instance of "raw untagged utf-8" that one might encounter must therefore
have resulted from "decoding some encoded-word".

In fact, it is NEVER the case that any raw untagged utf-8 that results
from the Usefor draft will have arisen from decoding some encoded-word.

 When such untagged 8-bit data (in general,
utf-8 in particular) is sent by a UA to a gateway (which is subsequently
expected to magically [re-]encode it), that is what I mean by "decoding
encoded-words for transmission".

Indeed, untagged 8-bit data can be sent to a gateway, but not "such"
untagged 8-bit data, because your "such" evidently has no antecedent.

So if you are claiming that sending untagged 8-bit data, which has never
been in the form of an encoded-word and has never been decoded from
anything, can then be described as "decoding encoded-words for
transmission", then all I can say is that you are living in
Humpty-Dumpty-land.

I have repeatedly invited you to indicate exactly where the Usefor draft
requires (or even allows) any encoded-word to be decoded (other than for
final display in a UA).

That invitation is still open.
