Those are currently noncompliant. Any article complying with RFC 1036
will not have that problem, because it will be ASCII. Any article
complying with the draft will not have that problem, because the draft
specifies the charset. So your complaint resolves to saying that under
this draft you wouldn't be able to identify the character set of a
noncompliant article.
