In the year 999999999999999, it will be a good idea. Don't contribute to  
the Y10P problem. ;-)

But maybe it should be " 4DIGIT / %x31-39 3*DIGIT / obs-year ", i.e.  
years with more than 4 digits must not have leading zeros.
