Sigh. Too many levels of encoding/decoding, not enough clarity about a canonical form to sign. Sigh.

In storage it can be even worse. Undo RFC2047/IDN encoding for addresses to make them easier to search, and you immediately have a signature verification problem. Haven't solved that one yet.
