Surely it is better to include a non-normative NOTE to cover issues
like this, where one wishes to discourage 'stupid' behaviour
(especially where it might cause interoperability with other
protocols), but where there are good reasons (as here) not to go so
far as a SHOULD NOT.
Put differently: "Since noone could be foolish enough to volunteer as
editor for such a document, Pete should do it as non-normative notes in
2822upd". My name isn't Pete so I rather like the idea, but I don't
dare suggest it to him ;)
