Well, tms (apparently) became unmaintained, so TMDA was started.  That's
got a lot of users out there.

The main issue it has (I hear), is that it requires configuration and
manual whitelisting of mailing lists, e-commerce sites, etc.  Manual
intervention by the user is a big usability issue for spam filters,
since you start getting into a situation where they have to spend more
time configuring it than they would deleting the spam. ;)
