Could some public spirited citizen keep a publicly directory of opt-in

That would be nice, alright -- a DNSWL.

But -- focusing on the "clerical burden" -- I'd like to reiterate that
point; any system that requires manual whitelisting will be as bad as, or
worse than, the spam problem. If we create work for the user or admin,
we're simply shifting the form of work from "hitting the 'd' key" to
"editing my whitelist again".

In fact, one measurement of statistical filter effectiveness is Ion
Androutsopoulos' "TCR" figure, which models the work of recovering from
FPs and FNs compared with "hitting 'd'".

Would some form of address authentication be required? If so, then
hashcash is not a substitue for RMX but a complement.

I have a feeling hashcash could make an excellent form of source-address
authentication and identification BTW, even on its own. I haven't thought
out exactly how, though.
