No. At least in Germany (and as far as I am informed in most
european countries) a contract made by children is just 
not valid (unless explicitely confirmed by parents or by
a judge). Parents cannot be liable for a non-valid contract.

Parents can be held liable for any harm caused by children,
but that's a completely different thing.


Such a solution (w|c)ould not cover spam sent from youngsters.

You cannot make anywhere near this strong a blanket statement.

Sure I can. 

In Germany, children under age of 14 cannot be prosecuted. 
Some of them commit crime in knowledge of their immunity.
This could be abused for sending spam. There are hackers
under the age of 14, so why shouldn't there be spammers as well?
