Given that two different people may consider the same list to be, or
not be, spam.  And that it is not always possible to determine the
final recipient at the SMTP transaction point, I think it's pretty

True.  However it may be possible in some cases.

We're not going to find a golden bullet here: something that will
instantly be globally deployed and will within no more than 30ns render
the planet spam free (Okay, 40ns for you laggards).  Not going to
happen.  I expect we're much more likely to end up with a collection of
tools, each perhaps with a 10% effectiveness, but which in concert
achieve >80% effectiveness.

Detection methods that can occur at the SMTP transaction layer need not
be discarded if they can form one of those 10% Humpty Dumpty bricks.
